Obviously, I never got to my 「成人式」because I was in States at that time. Is this "Coming-of-Age Ceremony" necessary?

It seems that I have so many questions which cannot be answered. The most important question might be "when is the proper age for 成人, 18 or 20?"
20歳になって何か変わるのか？堂々と外で酒を飲む事？20歳の自覚？
